OSCE and Kyrgyzstan sign memorandum on reforming law enforcement and other government agencies
The Kyrgyz Government and the OSCE Centre in Bishkek signed a memorandum of understanding on reforming of law enforcement bodies and governmental agencies dealing with internal affairs, national security, economic crimes, the penal system, customs, the frontier service, financial intelligence and drug control agencies on 16 July 2015.
The memorandum envisages cooperation in strengthening capacity of the law enforcement bodies and other agencies in providing public safety and keeping law and order.
The Kyrgyz Minister of Interior, Melis Turganbaev, noted that twelve years have passed since the time when the first memorandum was signed between the government and the OSCE and said, “We realized that we must rise to a new level of cooperation and collaboration.”
Ambassador Sergey Kapinos, Head of the OSCE Centre in Bishkek, emphasized the importance of opening up new opportunities for enhancing cooperation between the OSCE and the Kyrgyz government in supporting training of law enforcement agencies and exchange of experience on police performance evaluation.
Kapinos reiterated the readiness of the OSCE Centre in Bishkek to support activities aimed at implementing democratic policing, as well as enhancing the capacity of law enforcement officers.
