OSCE, Kyrgyz Defence Ministry sign five agreements on management and control of small arms and light weapons in Kyrgyzstan
The OSCE Centre in Bishkek and the Kyrgyz Defence Ministry signed five agreements on practical implementation of the Memorandum of Understanding on small arms and light weapons (SALW) and stockpiles of conventional ammunition (SCA) programme that was signed on 2 August 2013 and ratified in May 2014.
First Deputy Defense Minister Colonel Zamir Suerkulov, and Head of the OSCE Centre in Bishkek Ambassador Sergey Kapinos, have signed agreements on ’Improvement of the national regulatory and legal framework for managing small arms and light weapons and stockpiles of conventional ammunition’, ’Strengthening the security and inventory management of small arms and conventional ammunition’, ’Construction of three new warehouses for storage of small arms and conventional ammunition stockpiles in military units’, ’Training for the personnel of the Defence Ministry of the Kyrgyz Republic, working directly with stockpiles of small arms and conventional ammunition’, and ’Destruction of surplus small arms and conventional ammunition stockpiles’.
Representatives from Kyrgyz Defence Ministry, General Staff, National Guard, State Border Service, Foreign Affairs Ministry, and the OSCE Centre in Bishkek participated in the signing ceremony at “Park” Hotel in Bishkek on December 18th, 2014.
“The implementation of these very important agreements has already begun”, said OSCE Centre in Bishkek Head Ambassador Sergey Kapinos. “The work is being done to improve the national regulatory framework. We have also already begun training activities for the military personnel of the Defence Ministry, National Guard and State Border Service, on the establishment of the electronic system for record-keeping and tracing of small arms and ammunition.”
The OSCE Centre in Bishkek will also assist the Defence Ministry in the construction of three new warehouses at military units in Koy-Tash, Buzhum, and Gulcha, and renovation of four storage facilities with the establishment of safety and security control systems.
