Provisional Election Commission rule prevents Serb Radical Party from running in November elections
SARAJEVO 27 June 2000
SARAJEVO, 27 June 2000 - Article 402 of the Provisional Election Commission (PEC) Rules and Regulations does prevent any party that has been declared ineligible for previous election races from running in the scheduled November General elections.
Article 402 stipulates that "any political party that was previously denied certification or registration for violating Rules and Regulations of the Provisional Election Commission may not be certified to participate in elections under these Rules and Regulations. Likewise, any political Party that has had its certification or registration revoked by a decision of the Election Appeals Cub-Commission may not be certified under these Rules and Regulations". This rule was adopted by the PEC on May 30th, 2000.
Last week, Ambassador Robert Barry, Head of the OSCE Mission to Bosnia and Herzegovina, sent a letter to the SRS party regarding the interpretation of Article 402. "That rule does prevent the Serb Radical Party (SRS) from certification for the November elections. If members of SRS party register with the appropriate authority under a new name and with new leadership, the Provisional Election Commission would consider certifying that new party," emphasized Ambassador Barry.
