OSCE Centre to hold workshop on Kazakhstan's new land code

ALMATY, 21 April 2004 - The OSCE Centre in Almaty will hold on Friday a workshop on Kazakhstan's new land code.
The event, organized together with the Agency on the Management of Land Resources and the German Technical Co-operation (GTZ), is intended to support land reform and improve agricultural business conditions in Kazakhstan. It is also an important step in realising the decisions of the OSCE Strategy Document for the Economic and Environmental Dimension, adopted at the 2003 Maastricht Ministerial Council.
"A workable land code is a pre-condition for stimulation of agricultural growth and its proper implementation is especially important", said Ambassador Ivar Vikki, Head of the Centre.
The new land code, adopted in 2003, introduced private ownership of land and new conditions for farming. The organizers of the workshop have assisted in preparing an information brochure on how to implement the code, specifically relating to leased land plots.
The brochure, which was drafted by the Agency and reviewed by a GTZ expert, will be finalized at the workshop. It will be published in Russian and Kazakh for wider dissemination among the local administrations, farmers and business associations throughout the country.
