Human rights monitoring programme to begin in Kazakhstan

ALMATY, 25 April 2001 - The first session in a new Human Rights Monitoring Training Programme will be held starting at 9:30 a.m. on Thursday, 26 April, in Almaty, Kazakhstan.
The sessions are being conducted by the Organization for Security and Co-operation in Europe (OSCE) Centre in Almaty, together with the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Polish Helsinki Foundation for Human Rights.
The programme focuses on sharing experience in the field of human rights monitoring and in strengthening co-operation between local and international organizations conducting human rights monitoring in their respective countries. Participants will learn about the "best practices" of establishing professional relations with local authorities and other local governmental bodies. For this reason there are governmental officials whose work is related to human rights in the Republic of Kazakhstan among the programme participants.
Another purpose to train lawyers and local activists in writing reports on the general situation of human rights in the country.
Mainly representatives of non-governmental organizations from the regions of Kazakhstan, as well as several representatives of governmental bodies, were selected for participation in the programme.
A second session is planned for 27 June - 1 July 2001 in Almaty. Between the sessions, practical application of learned material is envisaged.
One of the priorities of the OSCE Centre in Almaty for 2001 is working more extensively with the regions of the Republic of Kazakhstan. In the past two years, steps were taken to include regional NGO representatives in OSCE/ODIHR projects. This year, this regional focus will be continued, and in this connection the Human Rights Monitoring Training Programme aims at improving the skills of regional NGOs as well as in the long-term helping to create a network linking NGOs from different parts of Kazakhstan.
