Legislative drafting skills focus of OSCE-supported course in Turkmenistan
ASHGABAT, 31 August 2012 – Instructors from the Civil Service Academy under the President of Turkmenistan and law faculty of Magtymguly State University participated in an OSCE-organized training course on legislative drafting that concluded in Ashgabat today.
The OSCE Centre in Ashgabat, in co-operation with the Civil Service Academy, organized the course to further advance the participants’ knowledge about the law-making process and enhance their capacity to teach legislative drafting skills.
“Advanced legislative drafting skills are essential for an efficient law-making process and the development of a solid legislative framework,” said Begoña Piñeiro Costas, the Human Dimension Officer of the OSCE Centre in Ashgabat.
“Building on the success of similar activities held in 2010 and 2011, the Centre organized this training course to facilitate a sharing of knowledge and advance skills necessary for instructors who may be involved in the future in teaching this topic to others. The Centre remains committed to assisting Turkmenistan in the implementation of the ongoing legal reform in Turkmenistan.”
An international expert presented the concept of legislative technique and its role in the functioning of legal regulation mechanisms as well as the main principles and stages of the law-making process, including drafting, consideration and adoption of laws, and analysis and assessment of the results. The course participants also discussed case studies related to the rules for drafting legal texts and principles and forms of legislation codification.
