OSCE training courses on legislative drafting conclude in Turkmenistan
ASHGABAT, 27 August 2010 - The third and final course in a series on legislative drafting skills for Members of Parliament and parliament legal officers concluded today in Ashgabat.
The series of training courses was organized by the OSCE Centre in Ashgabat in close co-operation with the Mejlis (Parliament) and took place in the premises of the Parliament. The first two training courses were held earlier this year.
In the final course, Russian expert Daniil Chukhvichev presented the concept and main principles of the law-making process and basic forms of law-making, such as law-making implemented by the bodies of state authority, delegated law-making and referendums. The three-day course also addressed stages of the law-making process, including drafting, consideration and adoption of laws, and analysis and assessment of the results. The role of the media and public participation in the law-making process were also addressed.
"This series of courses provided a comprehensive overview of different aspects of the law-making process, and stimulated lively discussions on how to further improve the process in Turkmenistan to successfully implement continuing legal reforms in the country," said Ambassador Arsim Zekolli, the Head of the OSCE Centre.
"The OSCE participating States committed themselves to building and strengthening democratic institutions such as the parliament, which is fundamental to democratic governance. The technical courses opened up new perspectives of co-operation between the OSCE Centre and the Mejlis of Turkmenistan and we look forward to advancing this already existing co-operation and jointly implementing new projects."
Chukhvichev added: "The course provided an opportunity to put into practice legal science concepts and findings, and demonstrated the potential of interaction between legal researchers and law drafter-practitioners."
