OSCE Centre presents commentary on Turkmenistan’s criminal code
ASHGABAT, 4 July 2013 – An article-by-article commentary on the Criminal Code of Turkmenistan was presented at an OSCE-organized roundtable in Ashgabat today.
The OSCE Centre in Ashgabat organized the roundtable meeting to discuss its commissioned commentary to the current Criminal Code with Turkmenistan’s legislators, law-enforcement officers, the judiciary and legal practitioners as well as law teachers and researchers.
An international expert involved in drafting the commentary presented the legal interpretations of the provisions of the Criminal Code in light of other provisions of the Code, other relevant pieces of national legislation of Turkmenistan and international treaties to which Turkmenistan is a party.
“The OSCE Centre in Ashgabat is determined to assist the Government of Turkmenistan in implementing legal reform and enhancing its rule of law system,” said Ambassador Ivo Petrov, the Head of the OSCE Centre in Ashgabat.
“The provision of the comprehensive commentary to the Criminal Code of Turkmenistan, along with commentaries to other legislative acts helps ensure the sustainability of training and other capacity-building activities provided by the Centre to the Government in previous years.”
Senior state officials also engaged in the debate, which included discussion on the provisions of the Criminal Code on punishment and relief from criminal responsibility, and crimes against person, peace and security of mankind and the state.
