OSCE supports workshop on energy diplomacy in Turkmenistan

ASHAGABAT, 27 March, 2013 – Some thirty key experts and officials of Turkmenistan’s oil, gas, energy, economic and financial sectors and academia attended an OSCE-supported workshop on energy diplomacy that concluded in Ashgabat today.
The OSCE Centre in Ashgabat, in co-operation with the Office of the Co-ordinator of OSCE Economic and Environmental Activities organized the two-day workshop to upgrade the knowledge of workshop participants on energy diplomacy issues and enhance their capacity to develop energy policies by providing the overview on gas complex case studies and international valuation methods.
“Since 2010, the OSCE has organized a number of workshops on energy diplomacy to assist the host country in addressing different aspects of energy diplomacy and building the capacity of relevant institutions to promote the policy of energy security”, said Ambassador Ivo Petrov, the Head of the OSCE Centre in Ashgabat. ‘It is our hope that this workshop will contribute to the strengthening of the energy security dialogue between the OSCE and Turkmenistan.”
“We anticipate that detailed information about the fuel and energy industries of several neighboring countries, such as Russia, China, India, and Turkey, will help the country’s energy professionals to better understand the structure of their export markets. Additionally, given that Turkmenistan is currently implementing international accounting standards - including valuation standards - we have designed this Workshop to be of practical use to our participants,” added Richard Wheeler, OCEEA Energy Adviser.
The international experts from the Philippines, Russian Federation and United Kingdom , provided an overview of the oil and gas industries in the gas leading countries of the world and presented the methods and procedures of valuation of the oil and gas complexes and relevant negotiation techniques. The participants also discussed case studies related to international oil and gas contracts.
