The 24 September presidential election in the Former Republic of Yugoslavia (now Serbia and Montenegro) ousted strongman Slobodan Milosevic, bringing about democratic changes warmly welcomed by the OSCE.
The transfer of power to the opposition took place despite harassment of and attempts to suppress independent media, and despite the persecution and intimidation of NGOs as reported by the OSCE Office of Democratic Institutions and Human Rights. The latter, which was denied entry to the country, published a preliminary report based on information compiled from other reliable sources.
OSCE Chairperson-in-Office Benita Ferrero-Waldner offered the OSCE's support for the integration of the country into international bodies.
