The survey ‘Barometer of Equal Opportunities’, developed by the OSCE Mission to Skopje, explores the perceptions, attitudes, knowledge and awareness of discrimination and inequality of the public at large. It also makes a comparative analysis of results of the three surveys conducted in 2009, 2013 and 2018, and provides an insight into the direction and intensity of changes of perceptions, attitudes, knowledge and awareness of discrimination and inequality in the country in the period from 2009 to 2018. The report examines replies of men and women regarding discrimination on seven grounds- gender, ethnicity, religion or belief, age, disability, sexual orientation and political affiliation.

The publication is integral part of project activities in the frames of cooperation between the State Commission for Prevention of Corruption (SCPC) and the OSCE Mission to Skopje in 2013 and 2014. This report describes the results from a two-week Heritage Lab workshop on rural development held in Letnicë/Letnica in 2019, and outlines the process of creating a rural development plan from its early stage. Based on international experience and local knowledge, it offers an insight in the multifaceted aspects of rural development through the valorisation of cultural and natural heritage. The report also presents the key challenges that Letnicë/Letnica and the small Kosovo Croat community are facing, as well as the positive features and potential this multi-ethnic village has to contribute to its sustainable change. Based on the analysis of the local resources, the report offers broad recommendations for development which represent the four pillars of sustainable development: social, economic, environmental, and cultural. These recommendations should stimulate the elaboration of both a full rural development plan and an action plan to guide its implementation for Letnicë/Letnica and the communities that live there.

This Guide advances the fulfilment of the OSCE commitments to assist hate crime victims. Developed in consultation with civil society and government experts, and based on good practice identified across the region, the Guide responds to a need in many OSCE participating States, where victims of hate crime often do not receive adequate protection and support. It addresses gaps in integrating assistance efforts with criminal justice processes and is designed primarily for hate crime victim support practitioners, criminal justice officials and policymakers responsible for developing and maintaining victim support systems. It provides practical recommendations on adapting procedures, policies and laws, while taking into account the realities and complexities of criminal justice and victim support systems.
