This research paper contains articles regarding the current situation with respect to religion and religious freedom in Kyrgyzstan. The authors concentrated their attention on issues of compliance with the right to practice religion in Kyrgyzstan. Materials in the paper disclose relationships established between religious organizations and governmental institutions and issues of interfaith relations; there is also a brief overview of the history of religion in the territory of Kyrgyzstan. The publication is directed to a wide range of professionals, human rights and religious organizations.

The Handbook for Economic Journalists, a publication intended for everyone who wants to gain a deeper understanding of economic topics. Along with instructions on how to write an engaging economic newspaper article, how to produce a good radio or TV report, as well as tips about what an economic journalist should know, the handbook also contains a list of sources, along with key economic terms. The publication produced with the support of the OSCE Mission to Serbia is available in Serbian language.

The guidebook prepared by the Journalists for the Future NGO with the support of the OSCE Office in Yerevan is intended for online journalists. It provides theoretical and practical knowledge on how to implement high-quality media activity in the Internet and to properly organize information security. It is not available in English.

This guide supplements existing ODIHR guidance on prosecuting hate crime by outlining the legal and conceptual differences between hate crime and criminalized ‘hate speech’; outlining the consequences of misapplying ‘hate speech’ provisions to prosecute hate crime, providing practical guidance on how to avoid this; and making recommendations on how to improve practice at the national level. It does not provide guidance on how to handle individual cases of any form of criminalized ‘hate speech’, nor does it suggest what forms of behaviour should be criminalized.

This report was prepared as a result of implementing a project called Promoting Freedom of Assembly in the Kyrgyz Republic, which was supported by the OSCE Centre in Bishkek and the German Foreign Ministry. This report is intended for state bodies, non-governmental organizations, human rights defenders, and others with an interest in the challenges of observing the right to peaceful assembly in Kyrgyzstan.

The Guidelines offer a practical toolkit for legislators and practitioners responsible for implementing laws by drawing on good-practice examples from national legislations in European and OSCE participating States and the case-law of the European Court of Human Rights to illustrate the various legislative options used to regulate issues pertaining to the freedom of assembly.

This document is the second, revised edition of the ODIHR-Venice Commission Guidelines on Freedom of Peaceful Assembly, which were first published in 2007. This publication provides the overview of legal framework and religious freedom implementation practice and activity of religious organizations in the Kyrgyz Republic. The information collected is intended to facilitate improvement of religious freedom legal regulation considering constitutional norms and the international commitments of the Kyrgyz Republic.
