This comparative study complements the efforts of the OSCE Mission to Skopje to support the transition in practicing the new adversarial model of criminal procedure in the country, largely based upon similar legislative transitions in countries across Europe. It is comprised of inputs from seven different researches on the implementation of the in dubio pro reo principle and the standard beyond reasonable doubt in various judicial systems both historically and in present day.

This report captures lessons learned during the September 2016 OSCE National Action Plan (NAP) Academy held in Vienna, Austria. It shares participants’ insights and guidance on how to strengthen plan design processes. It discusses the elements of a “high-impact” plan, focusing on the logic framework (logframe), and the creation of results-oriented outcomes and midterm outcomes. Based on the results of interactive exercises at the NAP Academy, it provides examples of possible plan outcomes and midterm outcomes, which are tailored to specific country contexts and priorities.

The report provides an overview of the police-related programmes and projects implemented by the OSCE executive structures, including the thematic units of the Secretariat, the institutions and the field operations. In his Preface, Secretary General Lamberto Zannier notes: “The OSCE’s engagement in police-related activities is more crucial than ever at a time in which the OSCE region is exposed to multiple security challenges that range from instability and armed conflict to violent extremism and terrorism, organized crime and trafficking in arms, drugs and human beings.” This year’s report, in its completely new design and structure, better aligns the types and categories of activities with recently adopted OSCE decisions and makes the report more user-friendly for all stakeholders.
