This study on the OSCE’s engagement with insider mediators has been conducted by the Berghof Foundation and commissioned by the OSCE Conflict Prevention Centre/Operations Service Mediation Support Team jointly with the German OSCE Chairmanship. Insider mediators enjoy an inherent legitimacy and authority to engage with conflict actors and possess potential advantages in comparison to mediators coming from outside a conflict context. They are highly relevant for the OSCE as peacemakers, yet engagement requires acute sensitivity and strategizing. The study deliberates on some conceptual and operational considerations for OSCE support to insider mediation.

National Action Plan for the Implementation of UN Security Council Resolution 1325 – Women, Peace and Security in the Republic of Serbia (2017–2020).The overall goal of the National Action Plan (2017- 2020) is to improve the security of women in society through an integral implementation of UNSC Resolution 1325 in the Republic of Serbia in the areas of prevention, participation, protection and recovery, with greater involvement of women in maintaining peace and security at the local community level.

The aim of the Comparative Study is to assist the Agency for Electronic Media in improving the legal framework by producing a comparative analysis of the legal frameworks in seven OSCE and Western Balkan region countries related to the political advertising and media campaign during the pre-election period.

This comparative study complements the efforts of the OSCE Mission to Skopje to support the transition in practicing the new adversarial model of criminal procedure in the country, largely based upon similar legislative transitions in countries across Europe. It is comprised of inputs from seven different researches on the implementation of the in dubio pro reo principle and the standard beyond reasonable doubt in various judicial systems both historically and in present day.

The handbook highlights the complex implications of statelessness for individuals, states and societies, with good practices and recommendations aiming to increase engagement and progress in addressing this phenomenon by OSCE participating States. The book was jointly developed by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the OSCE High Commissioner on National Minorities (HCNM) and UNHCR.

A Case Law Compendium in Trafficking in Human Beings is primarily intended for legal practitioners such as prosecutors and judges but also for those who deal with issues on trafficking in human beings as part of their scientific or similar interests.

This report captures lessons learned during the September 2016 OSCE National Action Plan (NAP) Academy held in Vienna, Austria. It shares participants’ insights and guidance on how to strengthen plan design processes. It discusses the elements of a “high-impact” plan, focusing on the logic framework (logframe), and the creation of results-oriented outcomes and midterm outcomes. Based on the results of interactive exercises at the NAP Academy, it provides examples of possible plan outcomes and midterm outcomes, which are tailored to specific country contexts and priorities.

Final Report and Recommendations of the Panel of Eminent Persons on European Security as a Common Project
