This publication is the newest addition to the OSCE’s collection of toolkits and guidance on integrating a gender perspective into efforts to build peace and security. It illustrates how a gender-sensitive approach to operational practices can benefit conflict prevention, crisis management and post-conflict rehabilitation and provides concrete suggestions on enhancing women’s participation in peace operations.

The aim of the publication is to facilitate the application of the Common Assessment Framework (CAF) model as a European quality management instrument for the public sector in the country. It provides practical information on the structure of the CAF model, the benefits from its application and the process of its implementation. Thousands of organizations in many countries apply the CAF model and have proven that it can yield results, contributing to having a modern, efficient and professional public administration.

This Handbook is a practical tool for regulatory and policy impact assessment at central and local governance and is intended to facilitate the process of incorporating the gender perspective in decision-making. The Handbook provides basic information and practical guidelines on how to assess the impact of gender equality on policies and adopted decisions and regulations. The methodology and the practical tools presented in this Handbook can be applied to other vulnerable groups in society, such as: people with disability, minority groups, etc.

This organizational resilience Guidance Tool is designed to be used by leaders and staff of national human rights institutions (NHRIs). Drawing on the experience of NHRIs around the world, it aims to help NHRIs build and maintain long-term resilience and to respond to threats. Part I examines the importance of organizational resilience and provides advice on the areas NHRIs can focus on to strengthen the resiliency of their institutions. Part II discusses crisis management for NHRIs under threat and suggests some practical ways of responding to pressure and attacks.

This guide supplements existing ODIHR guidance on prosecuting hate crime by outlining the legal and conceptual differences between hate crime and criminalized ‘hate speech’; outlining the consequences of misapplying ‘hate speech’ provisions to prosecute hate crime, providing practical guidance on how to avoid this; and making recommendations on how to improve practice at the national level. It does not provide guidance on how to handle individual cases of any form of criminalized ‘hate speech’, nor does it suggest what forms of behaviour should be criminalized.

The publication “Environmental Assessment and Recovery Priorities for Eastern Ukraine” incorporates existing information from various sources on impact and threats to the environment posed by a conflict in Eastern Ukraine. The publication highlights the main results of studies on soils, surface waters, risks from industrial enterprises and flooding of mines, and analyzes the issues of influence on the condition of forest resources, protected areas and biodiversity. The analysis elaborated recommendations for environmental recovery, prioritized as “yesterday”, “today”, “tomorrow” and “day after tomorrow”. The publication was prepared with the financial support from governments of Canada and Austria within the joint project of the OSCE Project Co-ordinator in Ukraine and the Ministry of Ecology and Natural Resources of Ukraine “Assessment of Environmental Damage in Eastern Ukraine”.

The Handbook of Best Practices on Small Arms and Light Weapons (SALW) is a set of guidelines developed by the Forum for Security and Co-operation to help cut down the amount of illegally-held weaponry in circulation. The Handbook is one of the most comprehensive manuals to-date on SALW that provides a set of best practice guides relating to all stages of a gun's life, starting with manufacture and finishing with destruction and disarmament, demobilization and reintegration.

The Organization for Security and Co-operation in Europe (OSCE) is proud to release a practical resource designed to empower law enforcement officers, prosecutors, and stakeholders in tackling cryptocurrency-related crimes. The guide "Decoding Crypto Crime: A Guide for Law Enforcement" simplifies complex concepts like blockchain technology and virtual assets, offering best practices for investigating common crypto crimes such as investment scams, extortion, and phishing.

The Guide describes key concepts and offers an overview of best practices and policies that can have a positive impact on the overall business climate in order to support rising economic prosperity. A positive business and investment climate creates conditions that encourage business start‑ups, employment opportunities and overall economic growth.
