This report is structured in four main parts. The first part outlines the methodology and approach taken for this study. The second part details the analysis and main findings in the obligatory reports of participating States, while part three comments briefly on findings in the voluntary reports on Women, Peace and Security. Part four covers the recommendations on the current reporting, as well as recommendations on the Questionnaire and the Reference Guide should there be a decision to revise these documents in the future.

Training against Hate Crimes for Law Enforcement (TAHCLE) is a programme designed to improve police skills in recognizing, understanding and investigating hate crimes. Implementation of the programme should improve police skills in preventing and responding to hate crimes, interacting effectively with victim communities, and building public confidence and co-operation with law-enforcement agencies.

The 2012 Annual Report of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings aims to offer a concise overview of the wide range of activities carried out by the Office of the Special Representative and by the OSCE’s executive structures, institutions and field operations. The last part of the Report builds upon the October Alliance Conference “An Agenda for Prevention: Non Discrimination and Empowerment”, with an action-oriented paper highlighting how full recognition of the existing linkage between trafficking and discrimination can lead to new paths for advocacy, and make it possible that anti-trafficking and non-discrimination policies enhance each other.

This new OSCE-publication covers the problem of youth and football violence in Serbia. It's making was supported by the Police Academy and the Interior Ministry of Serbia. It is based on a survey conducted in 25 secondary schools throughout Serbia on a sample of 3662 pupils. The survey addressed issues of football hooliganism, awareness of young people, involvement in fan groups, delinquent behaviour, alcohol and drugs abuse, and linkages to racism. This publication is produced only in Serbian. The English version is a courtesy translation.
