Women have significantly weaker political positions than men in terms of political engagement and influence in both wealthy countries and developing regions. Women from non-majority communities often experience dual discrimination based on both their gender and ethnicity. This disadvantaged position is similarly observed among women from non-majority communities in North Macedonia. This study aims to offer a comprehensive examination of the levels and circumstances surrounding the political participation of women from non-majority communities in North Macedonia, emphasizing the multifaceted inequalities faced by community women in their attempts to join political and public life. The study employs a blend of quantitative and qualitative research methods, encompassing primary data collection through a field survey involving 1002 respondents and six interviews and secondary data analysis. The report is available in English, Macedonian, Albanian, Bosnian, Romani, Serbian, Turkish and Vlach languages.

This guide supplements existing ODIHR guidance on prosecuting hate crime by outlining the legal and conceptual differences between hate crime and criminalized ‘hate speech’; outlining the consequences of misapplying ‘hate speech’ provisions to prosecute hate crime, providing practical guidance on how to avoid this; and making recommendations on how to improve practice at the national level. It does not provide guidance on how to handle individual cases of any form of criminalized ‘hate speech’, nor does it suggest what forms of behaviour should be criminalized.

To understand the common issues and opportunities associated with media self-regulation in Montenegro, the OSCE Mission commissioned the public opinion survey. Through 22 semi-structured qualitative interviews with journalists, editors, media owners, and regulators, this report seeks to uncover the practical realities of media self-regulation in Montenegro. Alongside the qualitative research, a quantitative survey was conducted among adult citizens of Montenegro to assess the knowledge and perceptions about media self-regulation in Montenegro.

This publication was prepared as part of the Organization for Security and Co-operation’s (OSCE) Gender Issues Programme project “WIN for Women and Men: Strengthening Comprehensive Security through Innovating and Networking for Gender Equality”, in co-operation with the United Nations Population Fund’s (UNFPA) Regional Office for Eastern Europe and Central Asia. This mapping is based on a combination of a desk review and interviews with key stakeholders in each of the five countries in Central Asia. The results of the mapping are presented first as regional trends and tendencies, followed by findings per country. Programs aimed at changing the violent behaviour of perpetrators are important elements in preventing gender-based violence and ending impunity. The aim of this document is to look into existing programs and trends and offer set of recommendations for further engagement in Central Asia.
