These Financial Statements have been audited by the External Auditor appointed by the Permanent Council (PC), the Cour des Comptes of France, who expressed an unmodified (unqualified) opinion that they present a fair view of the OSCE’s finances in 2022. They are now final and have been circulated to the Advisory Committee on Management and Finance (ACMF) and the External Auditor has presented his main findings to the Committee and to the PC. However, the PC has been unable to date to find consensus on acceptance of the Financial Statements

The Permanent Council adopted Decision No. 1487 on the 2024 additional provisional expenditure authorization for the Conference and Language Services programme (Hungary, also on behalf of Albania, Andorra, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Montenegro, the Netherlands, North Macedonia, Poland, Portugal, Romania, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden and Ukraine, interpretative statement 1; Canada, interpretative statement 2; Azerbaijan, interpretative statement 3; Armenia, interpretative statement 4). Sixteen years have elapsed since the full-scale military aggression against Georgia by the Russian Federation. On the increasing military involvement of certain NATO and EU member States in yet more confrontation in and around Ukraine.
