The ways in which digital technologies are designed or used may enhance or undermine human rights, and understanding their implications is key to the protection and promotion of human rights in the 21st century.
The first session of the SHDM will create a platform for an exchange of views on human rights and fundamental freedoms in the digital age, providing an overview of challenges and opportunities, and raising overarching issues relating to transparency, independent oversight, and redress.
The second session will discuss good practices and challenges relating to the collection and use of personal data by law enforcement, as well as its application in order to identify and document human rights violations and protect victims and human rights defenders.
The third session will explore the opportunities and challenges of artificial intelligence, such as the use of biometrics and facial recognition by law enforcement and the implications of bias and discrimination in algorithms.
Participants
Representatives of OSCE participating States, OSCE institutions and OSCE executive structures, representatives of inter-governmental organizations, representatives of civil society, and researchers from the 57 participating States with relevant experience in the topic are encouraged to participate in this SHDM. The Partners for Co-operation are invited to attend and contribute with respect to their co-operation and links with the OSCE in the field.

Live streaming of the event will be provided on this webpage for those interested in taking part, but whose participation cannot be confirmed due to capacity limitations.
Modalities
The modalities of the meeting are set out in accordance with the decision of the Permanent Council (PC.DEC/476, 23 May 2002).
The meeting will start with the opening session, followed by three working sessions and the closing session.
Interpretation will be provided into the six official OSCE languages: English, French, German, Italian, Russian and Spanish.
Given the restrictions related to Covid-19, this meeting will exceptionally take place online.
Side events
Participants can organize side events over the course of the meeting. Such events provide an opportunity for participants to discuss issues that have not been fully covered during the working sessions.
Online booking of side events, available only to registered participants, will open at https://meetings.odihr.pl on Monday, 21 June at 13.00 CET and will close on Friday, 25 June at 13.00 CET. The system is based on a “first come, first served” principle. All bookings must be submitted during this period, and no bookings will be accepted after the final deadline.
