ODIHR's advanced training follows the scenario of a genuine counter-terrorism investigation, examining issues such as intelligence and information gathering and analysis, special investigation techniques, arrest and detention, searches, interviewing techniques, accountability, and investigation security. It aims to examine not only the human rights issues that may arise at different stages of an investigation, but also how the protection of human rights can increase the effectiveness of counter-terrorism investigations. The curriculum is based on the joint ODIHR and TNTD/SPMU manual on Human Rights in Counter-Terrorism Investigations. This workshop builds on the standard (foundational) course, which ODIHR conducted for law enforcement in Pristina in May 2025.
ODIHR human rights experts and a counter-terrorism policing expert from Northern Ireland will deliver the training. The target group of the training are mid- to senior-level officers from the local and specialised police departments, as well as other authorities with a mandate to prevent and counter terrorism. The working languages will be English as well as local languages required, with simultaneous interpretation provided where necessary.
Capacity-building on human rights and counter-terrorism issues for law enforcement officials is part of ODIHR’s comprehensive mandate to provide technical assistance and advice to OSCE participating States on implementing counter-terrorism measures in line with international human rights obligations and commitments.
