The November 1995 Human Dimension Seminar, held by the Office for Democratic Institutions and Human Rights, focused on the rule of law, including its constitutional foundations, implementation and practical measures.
Concern was raised over the following:
- the danger of constitutional provisions referring to a state of emergency
- continuing education for judges
- including women and minority groups in judicial recruitment
- the concept of limited appointments within the judiciary
- the role of the judiciary with respect to the legislature and president
Participants also discussed codes of conduct, independent lawyers' associations and the need for balance between human rights and the fight against corruption and organized crime.
