2024 NHRI Academy: Securitization and Human Rights

Securitization can be understood as a process by which the state categorizes certain developments or entities as security issues, justifying the implementation of extraordinary measures to protect the country and its citizens. This can have a significant impact on human rights, the rule of law and democracy, including a lack of transparency and accountability, and excessive restrictions or other violations of human rights.
This one-week course will provide participants with a toolkit for:
- Raising awareness about key securitization issues and how they relate to human rights and democracy;
- Using the broad human rights mandate of NHRIs to address securitization challenges of human rights; and
- Engaging with regional mechanisms to address these challenges at the national level.
In addition, the Academy will cover the independence of NHRIs and mainstreaming gender and the Principles Relating to the Status of National Human Rights Institutions (Paris Principles) throughout the work of NHRIs.
Participants
The course is designed for senior and mid-level NHRI staff from across the OSCE region. Participants will be trained to:
- Address particular challenges they face in their work;
- Fulfil their institution’s mandate to promote and protect human rights more effectively.
The training is only open to pre-selected participants.
Why is it important?
The NHRI Academy is a flagship annual event organized by ODIHR and ENNHRI.
The long-term goal of this Academy is to:
- Support the continuing professional development of NHRI staff; and
- Facilitate the networking between NHRIs in the OSCE region, with the view to initiate and improve joint work, and between NHRIs, ODIHR and ENNHRI.
