World Day Against Trafficking in Persons: Addressing Trafficking Risks of Ukrainian Refugees

In the run-up to the World Day against Trafficking in Persons, ODIHR is organizing an online event on addressing the risks of trafficking of refugees fleeing Ukraine, as part of its “Advancing the Human Dimension of Security in Ukraine” project.
The event will focus on discussing ways to ensure a victim and survivor-centred, gender-sensitive, child-friendly and trauma-informed approach in addressing risks to and trafficking of Ukrainian internally displaced people (IDPs) and refugees amid the armed conflict in Ukraine.
The event aims to provide an overview of ODIHR actions to address trafficking risks in the context of the armed conflict, including training courses and the creation of a network of frontline responders working with refugees from Ukraine.
During the event, ODIHR will present its factsheet and recommendations based on a survey on the safety and security of women refugees fleeing Ukraine. The event will also present ODIHR’s Guidance on Trauma-Informed National Referral Mechanisms and Responses to Human Trafficking and highlight its recently published Code of Practice for Ensuring the Rights of Victims and Survivors of Human Trafficking.

Background
The trafficking of people fleeing the armed conflict in Ukraine is a well-established, illegal industry with criminal networks operating across the OSCE region. An increasing number of reports warn of traffickers targeting specifically women and children at the borders with Poland, Romania, Slovakia, Hungary and Moldova, as well as in transit or upon their arrival in destination countries. While governments and civil society in Ukraine and neighbouring countries have been working to address the immediate needs and protect refugees, there is a lack of coordination and information for Ukrainian refugees concerning the imminent dangers of human trafficking. Effective responses, including functioning National Referral Mechanisms in conflict and emergency situations, are therefore crucial to prevent and combat the trafficking.
