As part of its capacity building activities on human rights and counter-terrorism issues, ODIHR will co-organize a pilot training course in Skopje, North Macedonia, from 3 to 5 November 2021.
The two-and-a-half day training course follows the comprehensive approach of the Organization for Security and Co-Operation in Europe (OSCE) to build the capacity of participating States in countering terrorism and violent extremism and radicalization that lead to terrorism (VERLT) while protecting human rights and the rule of law. The training is a result of cooperation between ODIHR and the OSCE Secretariat’s Transnational Threats Department (TNTD).
The course is based on the OSCE guidebook Preventing Terrorism and Countering Violent Extremism that Lead to Terrorism: A Community Policing Approach. The training modules will focus on enabling community policing officers to building trust, contacts and networks within their respective local communities. The training aims to prepare the officers to work on prevention issues as well as to learn about signs and messages of violent extremism and radicalization that can lead to terrorism. Where operational matters will be discussed, it will be for the purpose of putting the human rights concerns in context and of illustrating how human rights standards and the operational requirements of the police are always complementary.
Participants
The course envisages the participation of police officers and community members, be it representatives of organized groups or religious communities, as well as individuals and staff from local governmental agencies such as social services.
Mandate and background
ODIHR has been tasked by OSCE participating States to offer technical assistance and advice on the implementation of anti-terrorism policies in line with international human rights obligations and commitments. ODIHR provides a comprehensive range of activities in this regard, including capacity building on human rights and counter-terrorism issues for law enforcement officers.
ODIHR and TNTD piloted the training course in 2018 in Sarajevo, Bosnia and Herzegovina and in 2019 in Tirana, Albania.
