Webinar participants will discuss to what extent prosecutors in Central Europe are independent to make decisions based on the applicable law and investigation at hand. The event will feature presentations by merited experts on prosecutorial independence as well as interactive discussions. The webinar will explore how the independence of prosecutors is regulated in international standards and how prosecutors are trained on the topic of their independence.
Background
OSCE participating States have committed to ensure that “[p]rosecutors should, in accordance with the law, perform their duties fairly, consistently and expeditiously, and respect and protect human dignity and uphold human rights” An ODIHR study into Eastern Europe has found that most participating States protect the independence of prosecutors by law. In reality, there is often an informal culture of control over prosecutors. An ODIHR event conducted in 2020 indicate that the situation in Central Europe is similar.
