Part of ODIHR’s Young Policy Advisers Course (PolAd) training programme, the course is designed for young civil servants at an early-middle stage of their careers from the six countries that are the OSCE’s Mediterranean Partners for Co-operation. The course aims to strengthen the participants’ knowledge of democratic institutions and OSCE commitments in the field of democratic governance, as well as to facilitate a deeper understanding of the role of policy advisers and the skills they need to undertake core tasks and policy-making functions.
The innovative structure of the week-long course builds around sessions designed to develop concrete skills needed to address sensitive policy issues, with curricular content specifically tailored to participants’ needs.
ODIHR developed the PolAd training methodology in collaboration with the Folke Bernadotte Academy (FBA), drawing upon the FBA’s Political Adviser’s Handbook. Since 2014, the training has benefited about 300 public servants up to the age of 35 working as political or policy advisers in ministries, presidential administrations, parliaments or other state institutions across the OSCE region.
