Categorizing and Investigating Hate Crimes in Ukraine: A Practical Guide
The use and implementation of this Guide will increase the awareness and understanding on the part of the authorities of the specifics of hate crimes and will contribute to increased recording of hate crimes. Appropriate classification of hate crimes and sensitive treatment of hate crime victims, recognizing their specific needs, as well as guidance on the types of evidence used in hate crime cases, will facilitate the effective prosecution and punishment of perpetrators. The Guide is intended for all police officers, including patrol police, criminal police, inquiry officers and other investigators, prevention officers, as well as other National Police authorities and prosecutors overseeing investigations. It is also a resource for all others interested in the topic, including representatives of victim communities and civil society and criminal justice policymakers.
