NGOs in the Caucasus and Central Asia: Development and Co-operation with the OSCE

This report provides a general overview of the status of civil society and the role of non-governmental organizations in the Caucasus and Central Asia, and it examines the lessons learned from international assistance to local NGO communities, including recent OSCE activities. It proposes a set of recommendations for future actions by the OSCE to further the development of civil society in these regions.
The scope of the report is narrowed to cover those organizations that promote human rights and democratic institutions. NGOs operating in the field of elections are not covered.
