Izabela Sylwia Hartmann
Izabela Sylwia Hartmann is the Acting Head of the OSCE Mission to Moldova as of September 2025. In February 2024, she joined the OSCE Mission to Moldova as its Deputy Head. She is seconded by Germany.
She has extensive international experience in legal, private and non-governmental sectors across South-East and Eastern Europe, Central Asia, the Caucasus, and South Africa. Her expertise spans legal and political analysis, mediation, human rights and fundamental freedoms (including human rights of law enforcement personnel), security sector and judicial reforms, police and border management, as well as combating human trafficking, and the Women, Peace and Security Agenda. Previously, she served at the OSCE in Tajikistan, Kazakhstan, and at the OSCE Office for Democratic Institutions and Human Rights in Warsaw.
A law graduate of the University of Lodz, she also holds a MAS in European Integration Law from Danube University in Austria. Furthermore, she completed advanced programmes in women’s human rights and international refugee law from London School of Economics and Political Science, and from College of Law at University of South Africa respectively. She speaks Polish, German, English, and Russian.
