The conference will be addressed by Head of the OSCE Mission to Montenegro, Ambassador Paraschiva Badescu; Montenegro's Justice Minister, Miras Radovic; UNDP Resident Representative to Montenegro, Ambassador Alexander Avanessov; Chief of the OSCE/ODIHR Rule of Law Unit, Carsten Weber; Director of the Institution for Enforcement of Penal Sanctions, Bozidar Vuksanovic; and the Ombudsman of Montenegro, Sefko Crnovrsanin.
OSCE Ministerial Council Decision No 12/2005 on Upholding Human Rights and the Rule of Law in Criminal Justice Systems of 6 December 2005 called upon the participating States to give early consideration to signing and ratifying this Protocol, which entered into force on 22 June 2006.
The majority of South-East European countries have ratified OPCAT and are now focusing on its implementation, in particular with regard to the establishment of National Preventive Mechanisms (NPMs). In this context, the conference aims at creating a forum for exchange of good practices and experience, both at the regional and international levels.
The event will be attended by experts from the main regional, international and non-governmental organisations involved in the area of the prevention of torture; representatives from the OSCE field operations in South-Eastern Europe; representatives of the concerned countries and of their respective NPMs; and representatives of civil society.
