Working meeting on national mechanisms for preventing torture

Discussions will be led by the representative of the Association for the Prevention of Torture on the requirements that the national preventive mechanism in Montenegro should meet as set out by the Optional Protocol. Topics covered will be the independence and composition of these mechanisms, authority during visits as well as the wide range of detention places that can be visited.
The roundtable will bring together representatives from the Ministry of Justice, Ministry of Health, Police Directorate, Ombudsman Office, Council for Civil Control of the Police and non-governmental organizations dealing with human rights.
Expected results are concrete proposals for the creation of national preventive mechanisms under the OPCAT criteria, which Montenegro signed on 23 October 2006.
