The need to further develop non-rigid links of co-operation and co-ordination with other organizations was highlighted by the Russian Federation, which proposed establishing a CSCE Executive Committee to strengthen the Troika institution or to set up open-ended ad hoc groups.
Other proposals suggested changing or eliminating Review Conferences and raising the level of the participation of the Committee of Senior Officials, or requiring the presence of experts from capitals at Permanent Committee Meetings. Russia proposed the transformation of the CSCE into a full-fledged institution with its own charter.
Poland proposed that the CSCE work on a new arms control agenda. Russia proposed the elaboration of a charter of rights for national minorities. The Swiss delegation submitted a much discussed proposal to strengthen the human dimension with an ad hoc group to assist the Permanent Committee and a panel to deal with "impending, alleged or actual security-related violations of human rights."
Working groups were set up to review CSCE activities in the 3 dimensions - human, politico-military, and environmental and economic - as well as one to review activities in conflict prevention, external co-operation and financial and administrative arrangements.
