From 28 September to 1 October, the High Commissioner on National Minorities, Max van der Stoel, visited the country in the aftermath of demonstrations that took place in Gostivar in July.
Clashes with police left three protesters dead during the protests and at least two hundred people injured. Police beat demonstrators, including some who offered no resistance.
During his visit, van der Stoel familiarized himself with the views of government, opposition parties and parties representing the Albanian population. He looked at various measures that could be taken to promote positive inter-ethnic relations such as economic development, education and employment opportunities.
