The High Commissioner on National Minorities, Max van der Stoel, addressed the Meeting of Romania's Council for National Minorities, where he referred to the significance of the 1990 Copenhagen Document for the Council's work.
The lessons of Yugoslavia, he said, clearly showed that it is not enough to react - preventative measures are necessary - and that problems concerning national minorities need to be approached more carefully.
