He stressed that the Helsinki process should concentrate on conflict prevention in a broad sense - not only through the immediate prevention of violent conflict but also by building long-term peace. He explained that, although tensions could stem from hundreds of years ago, conflicts often arise from more immediate political causes when political leaders try to exploit old grievances. "When we recognize such sources of tension, we can address them effectively," he said.
He explained that parliamentarians can monitor whether States are living up to their commitments and encourage them to exercise their international responsibilities. They also have a special role to play in fostering understanding and support for the CSCE and its activities within their national parliaments.
