The OSCE High Commissioner on National Minorities is organizing an Anniversary Conference to mark the 10th anniversary of The Ljubljana Guidelines on Integration of Diverse Societies (Ljubljana Guidelines).

The Anniversary Conference aims to review and discuss the key principles in the Ljubljana Guidelines and their continued relevance. Participants will discuss the successes and challenges of implementation and present lessons learned with the aim of identifying ways to better operationalize these key guidelines. They will also discuss emerging challenges and new perspectives to complement the High Commissioner’s efforts to promote the integration of diverse societies.
The Conference will also share the Recommendations of an expert meeting held on 5 September 2022.
The HCNM published the Ljubljana Guidelines in 2012, bringing together 20 years of experience supporting integration processes in the OSCE participating States.
They are the most comprehensive set of Guidelines issued by the HCNM and continue to play an important role in the High Commissioner’s dialogue with the 57 OSCE participating States on crosscutting issues and policies related to improving communication and interaction between communities and building inclusive societies where diversity is respected. They provide advice and recommendations to policymakers and participating States for measures aimed at promoting the integration and cohesion of diverse, multi-ethnic societies.
Over the past 26 years, the office of the HCNM has published nine thematic Recommendations and Guidelines. These are based on the insights and observations of successive High Commissioners and draw on expertise and good practices from the whole OSCE region. The HCNM Recommendations and Guidelines assist the OSCE participating States in their efforts to develop policies that support the diversity of their societies in areas such as language, education, participation in public life, the media and policing.
The Anniversary Conference will convene high-level representatives from the OSCE participating States, practitioners dealing with these issues, officials representing other international organizations and renowned academic experts to ensure the inclusion of diverse experience and practices from across the OSCE region.
The Anniversary Conference is supported by the Ministry of Foreign Affairs of Slovenia.
Language: The working language will be English. Simultaneous interpretation will be provided from English to Russian and from Russian to English.
Participation by invitation only. The broader public will be able to follow the conference through the livestream on the HCNM’s youtube channel.
