Comparative Legal Analysis of Ukrainian Regulation of Hate Speech in the Media

The Comparative Legal Analysis of Ukrainian Regulation of Hate Speech in the Media was commissioned by the Office of the OSCE Representative on Freedom of the Media and
prepared by Toby Mendel, Executive Director of the Centre for Law and Democracy, Canada, upon official request of the Ukrainian Ministry of Information Policy. The Analysis outlines key international standards regarding hate speech, including some of the key rules for ensuring that restrictions do not unduly restrict freedom of expression. It then looks at some practices from different countries and assesses the Ukrainian laws/systems against both these and international standards. The Analysis also offers a number of recommendations that would ensure compliance of the Ukrainian legislation with the OSCE media freedom commitments and international standards.
