The OSCE Office in Baku is engaged in a long-term effort to build the capacity of the Police and Internal Troops in Azerbaijan to manage public gatherings in line with OSCE commitments, international standards and human rights practices. The present project will provide a number of training activities for building this capacity within relevant law-enforcement agencies through training on the use of non-violent methods of crowd control.
The purpose of the project is to build the capacity of Internal Troops and Police of Azerbaijan in appropriate use of reasonable measures and proportional methods of public assembly management consistent with OSCE commitments, international standards and Azerbaijan’s legal obligations under relevant human rights conventions.
The training in Azerbaijan will be conducted by a team of Police trainers from the Land of Schleswig-Holstein of Germany. The training will be divided into theoretical and practical exercises and will include discussions and working group activities as well as exercises with practical demonstrations.
