Welcome to the Procurement page of the OSCE Project Co-ordinator in Baku. Here you will find key information relating to business opportunities with the Office.

If you are interested in participating in a specific procurement opportunity conducted by the OSCE Project Co-ordinator in Baku (tender or request for quotation) as advertised on this page, please send an email to request the complete bidding/request for quotation (RFQ) documents. The OSCE does not charge a fee for receiving the bidding or RFQ documents.

Please note that the content of the Office's bidding/RFQ documents may be amended from time to time prior to the deadline for submission of bids/quotations. Any such amendment will be posted on this website and will be binding on all bidders. Hence, if you intend to submit a bid or price quotation for a specific procurement opportunity, you are kindly advised to regularly check this website for any amendments or clarification notes issued related to the bidding/RFQ documents.

Bidders are advised that the OSCE does not use procurement agents. Any approach by a third party claiming to be an official agent of the OSCE Project Co-ordinator in Baku should be reported to the relevant OSCE procurement staff immediately.

Important legal notice

The OSCE reserves the right to accept or reject any bid/quotation, and to annul, in whole or in part, or to suspend the bidding/RFQ process and reject all bids/quotations at any time prior to the award of a contract or purchase order without thereby incurring any liability with respect to the affected bidder or bidders or any obligation to inform the affected bidder or bidders of the reasons for the OSCE’s action.

Opportunities for non-profit organizations

The OSCE Project Co-ordinator in Baku occasionally engages non-profit organizations as implementing partners (IPs) to fulfil various assignments as part of its projects. In order to be eligible to be engaged as an IP, the candidate should be a not-for-profit organization, operate in conformity with national legislation, and not carry out any form of terrorism, discrimination, or intolerance, or have committed other human rights violations, or promote dominance by any ethnic, religious, political or gender group.

In case of the competitive selection of IPs, the OSCE Project Co-ordinator in Baku will publish a request for proposals on this web page. Such an announcement contains basic information about the assignment and relevant contact details. Further information and  application documents can be provided upon request.
