Daily and spot reports from the Special Monitoring Mission to Ukraine

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the previous reporting period. The SMM followed up on reports of a civilian injured by a mine blast near Yasne. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote and Petrivske disengagement areas; its access remained restricted there and elsewhere, including to a weapons holding area not under government control.* Small arms were fired near an SMM unmanned aerial vehicle (UAV) near Novoluhanske, assessed as targeting the UAV.* Near Bohdanivka and Talakivka SMM UAVs were jammed.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. It continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa employees and heard ceasefire violations in the area despite security guarantees. It also continued to facilitate and monitor repairs to power lines near Yuzhna-Lomuvatka and at a pumping station near Artema. The SMM facilitated damage assessments and repair works carried out by Vodafone employees in non-government-controlled areas of Donetsk region, which resulted in restoration of the signal in these areas...

The SMM recorded more ceasefire violations in Donetsk region and Luhansk region compared with the previous reporting period. The SMM followed up on reports of Voda Donbassa employees injured by gunfire near the Donetsk Filtration Station (DFS). It followed up on reports of shelling at an airfield in Luhansk city. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Zolote and the Petrivske disengagement areas. Its access remained restricted in all three disengagement areas and elsewhere.*

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and observed ceasefire violations assessed as outside the disengagement areas in Stanytsia Luhanska and Zolote. Its access remained restricted in all three disengagement areas and in Luhansk city, Verkhnoshyrokivske, Staropetrivske and at a border crossing point in Izvaryne, close to the border with the Russian Federation in Luhansk region.* The SMM observed weapons in violation of withdrawal lines near Svitlodarsk, Mykolaivka, Khrustalnyi, and Luhansk city and over 60 anti-tank mines on road M-03 between Svitlodarsk and Nyzhnie Lozove. The Mission continued to facilitate access for workers to and from the Donetsk Filtration Station. Its unmanned aerial vehicle was fired upon while flying near the station.

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The Mission followed up on reports that vehicles carrying Voda Donbassa employees had been damaged by gunfire near the Donetsk Filtration Station on 12 and 13 March. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and spotted previously seen military hardware and mines inside the Petrivske disengagement area. Its access remained restricted in all three areas and elsewhere, including near Sosnivske, Kreminets and at a border crossing point near Izvaryne in Luhansk region, near the border with the Russian Federation.* The SMM continued to facilitate and monitor repairs to the Petrivske water pumping station in Artema and a water pipeline near Horlivka. It monitored a religious procession of 15,000 to 20,000 people in Lviv. At the administrative boundary line between Kherson region and Crimea, the SMM noted a calm situation.

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. Its access remained restricted there and elsewhere, including, again, at three areas near the border with the Russian Federation in non-government-controlled areas of Luhansk region, as well as near Patriotychne.* The SMM observed weapons in violation of withdrawal lines in a government-controlled area. The Mission facilitated and monitored repair works to a water pumping station in Artema and to water wells in Krasnyi Lyman. In Kharkiv, the SMM followed up on reports of an exchange of border guard officers between Ukraine and the Russian Federation....

The SMM recorded more ceasefire violations in Donetsk region but fewer in Luhansk region, compared with the previous reporting period. The SMM followed up on reports of fresh damage caused by weapons to civilian properties in Dovhe and Molodizhne. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, and while present in Stanytsia Luhanska and Zolote, it observed a calm situation. Its access remained restricted in all three areas and elsewhere, including, as in previous days, at the Chervona Mohyla railway station near Voznesenivka and at three other crossing points at the border with the Russian Federation in areas outside government control (out of six visited by the SMM).* The SMM observed weapons in violation of withdrawal lines near Kostiantynivka and Klynove. The SMM observed convoys of trucks labelled “Humanitarian Aid from the Russian Federation” in non-government-controlled areas of Donetsk and Luhansk regions. The Mission continued to facilitate and monitor repairs and maintenance of essential infrastructure near Pavlopil and Novotoshkivske. In non-government-controlled areas of Luhansk region, the mission noted disruptions in some mobile communications networks. The SMM monitored gatherings in Kherson on the occasion of the fourth anniversary of the events at Maidan and in Kharkiv on the third anniversary of the bombing of a pro-Maidan march.

The SMM recorded a similar number of ceasefire violations in Donetsk region and more in Luhansk region compared with the previous reporting period. The Mission observed an impact site in a residential area of Sakhanka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, where it observed calm situations. Its access remained restricted in all three areas and elsewhere, including in Sorokyne, Olenivka and Luhansk city.* The SMM observed weapons in violation of withdrawal lines near Sievierodonetsk and Klynove. The SMM facilitated and monitored repairs of water wells in Krasnyi Lyman. The SMM observed a ten-truck convoy marked “Humanitarian Aid from the Russian Federation” travelling through non-government-controlled areas of Luhansk region and was prevented from following it into a compound in Luhansk city.
