The mentoring handbook aims to support the professional and personal development of women employed in the public sector by creating a concept of mutual support, sharing knowledge and experiences, as well as strengthening solidarity and networking among women. It covers the required key techniques and tools to effectively guide the mentoring process between women employed in public administration. The publication was developed in co-operation with the Ministry of Labor and Social Policy under the mentoring program “Women for Women in Public Administration”.

The OSCE report ‘The Right to Effective Representation in Criminal Proceedings and the Ex Officio Appointment System’ provides insight into standards of criminal defence representation and the functioning of the ex officio appointment system in Kosovo. The report covers the period 2020 to 2021, and uses surveys with legal practitioners together with findings from OSCE trial monitoring to assess some of the challenges and barriers to effective criminal defence representation in Kosovo.

The OSCE report “Protection of Cultural Heritage in Kosovo” provides insight into the policy, legal and administrative frameworks of cultural heritage protection. The report analyses the close interconnectivity between heritage protection, security, infrastructure and spatial planning issues. Specific features of heritage protection in Kosovo, such as the Special Protective Zones (SPZs) and the Implementation and Monitoring Council (IMC), are also assessed. The report formulates recommendations to enhance the existing legislation and to improve the structural conditions in the field of heritage identification, preservation and promotion.

The Commentary to the Law on Administrative Disputes, prepared by national experts, serves as a guide for the Administrative and High Administrative court judges, the parties in the administrative procedure, the representatives of public bodies and any other legal professionals who wish to obtain a deeper understanding of the legal standards introduced with this law. The publication provides comments to the provisions regarding the administrative disputes, case law examples and a comprehensive, expert and scientifically supported content on the application and interpretation of the provisions of the Law on Administrative Disputes. In addition, it will help expand the learning tools and resources of the Academy for Judges and Public Prosecutors for current and future judges and public prosecutors, legal practitioners, legislators and students. The report is an adapted summary of materials prepared within the programme of measures for the Don river basin. The publication consists of two parts. The first one provides an overview of main water issues, namely the water pollution, groundwater depletion, the impact of climate change on the state of water resources and the aspects related to the armed conflict in the region. The second part summaries suggested measures for improving the state of water resources and presents them as a long and short lists according to the implementation priorities.
