As the third pillar in the UNMIK structure, the OSCE Mission in Kosovo is tasked with institution building, including the development of democratic institutions necessary to support the rule of law in Kosovo.

This report is a preliminary assessment of the situation of minorities in Kosovo and covers events up to 19 July 1999. The information provided is not exhaustive but rather indicative of the present situation.

This brief overview highlights the latest developments and trends in the minority protection area that have emerged since the release of the second joint report on the situation of ethnic minorities in Kosovo, published by the UNHCR and OSCE.
