The proposed Analytical Report of the Commission on Human Rights under the President of the Republic of Kazakhstan presents a comprehensive analysis and assessment of the situation with the rights of migrant workers and victims of trafficking in persons in Kazakhstan. It also provides specific recommendations for the protection of civil, social, labour, economic and cultural rights of migrant workers and victims of trafficking in persons in Kazakhstan, as well as for the prevention of illegal labour migration and provision of a more severe punishment for traffickers in persons.

The Permanent Council adopted Decision No. 1197 on approval of the 2016 Unified Budget (Russian Federation, interpretative statement 1; Belarus, also on behalf of the Russian Federation, interpretative statement 2; Luxembourg-European Union, interpretative statement 3; Ukraine, interpretative statement 4; Azerbaijan, interpretative statement 5; United States of America, interpretative statement 6; United Kingdom, interpretative statement 7; Germany, Annex).

In this report, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) provides an overview and analysis of critical challenges faced by human rights defenders in the OSCE region, as well as good practices by OSCE participating States in their protection. The report also provides recommendations of how to close identified protection gaps, which should be considered in conjunction with the ODIHR Guidelines on the Protection of Human Rights Defenders (the Guidelines). In and of themselves, the Guidelines are a comprehensive set of recommendations to States, reflecting international standards. This report assesses implementation of those standards by OSCE participating States in the two-year period following the June 2014 publication of the Guidelines.
