Ukraine introduces OSCE-developed methodologies of conflict management in public service institutions

The OSCE Project Co-ordinator in Ukraine helped the National Agency of Ukraine for Civil Service to develop Methodology Recommendations on Conflict Management in State Institutions and another one elaborated for Local Self-Governance Bodies. On 20 June 2022, the two documents were approved by the Order of the Head of the Agency and are now distributed among authorities at all levels.

Data driven decision-making in municipal governance and key indicators for sustainable urban development in Ukraine were among the main topics of a two-day expert roundtable discussion organized by the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) in co-operation with the OSCE Project Co-ordinator in Ukraine in Kyiv on 16 and 17 December 2021.

A new cyber hygiene project for employees of state institutions in Ukraine was presented on 30 September 2021 by the OSCE Project Co-ordinator in Ukraine with the National Agency of Ukraine for Civil Service and the Ukrainian School of Governance (USG). The project comprises an online and in-person programme for basic cybersecurity skills, an equipped mobile training centre and a pool of trainers prepared to teach public servants.

What we do: Good governance
The OSCE Project Co-ordinator in Ukraine, the National Agency of Ukraine for Civil Service, online studio EdEra and Ukrainian School of Governance presented a training programme on improving skills in conflict management and engaging stakeholders in implementing reforms at an event in Kyiv on 25 February 2020. The programme is aimed at public servants of central governmental agencies and local authorities in Ukraine.

Henrik Villadsen, the OSCE Project Co-ordinator in Ukraine (PCU) and Kostiantyn Vashchenko, the Head of the National Agency of Civil Service of Ukraine, signed a memorandum of understanding to promote wider use of conflict management approaches in public service. Online construction permits developed with OSCE support promote good governance

What we do: Good governance
The OSCE Project Co-ordinator in Ukraine (PCU) supported the development and launch of a digital government service enabling Ukrainian individuals and businesses to initiate minor construction projects via a simple on-line notification without visiting a government office in person. The service, launched on 18 July in Kyiv, helps to remove a potential avenue for official abuse or corruption. The online service, covers 80 percent of construction projects, was presented today by the Ukrainian State Architecture and Building Inspection, State e-Governance Service and Ministry of Justice.
OSCE helps Ukraine’s civil society to improve access to public funding for social projects

What we do: Good governance
More than 500 officials and civil society representatives from across Ukraine were trained on how state-funded social services can be delivered by non-governmental organizations, in a series of eight seminars organized by the OSCE Project Co-ordinator in Ukraine from May to July. The last workshop in the series, which took place in Poltava, ended on 12 July 2018. The others were held in Kyiv, Odesa, Vinnitsa, Chernivtsi, Lviv, Kramatorsk and Dnipro.
