Avant d’aborder l’ordre du jour, le Président a fait savoir au Conseil permanent que le Président en exercice, dans une lettre en date du 10 février 2012 (annexe 1), avait annoncé l’adoption, par une procédure d’approbation tacite, de la décision du Conseil ministériel sur les présidences consécutives de l’OSCE en 2014 et 2015 (voir la décision MC.DEC/1/12), dont le texte est joint au présent journal (Serbie, également au nom de la Suisse, annexe 2; Albanie, déclaration interprétative, voir la pièce complémentaire à la decision; ex-République yougoslave de Macédoine, également au nom du Monténégro, annexe 3). Décision No 1030 sur la révision de fin d’année du Budget unifié de l’OSCE de 2011. Élections présidentielles tenues le 12 février 2012 au Turkménistan. Liberté d’expression dans certains États membres de l’Union européenne et aux États-Unis d’Amérique. Formation du Conseil des ministres en Bosnie-Herzégovine, le 10 février 2012. Développements récents en Ossétie du Sud. Tolérance et non-discrimination en Fédération de Russie (Saint-Siège, annexe 4). Liberté de réunion aux États-Unis d’Amérique. Élections à la Présidence et au Congrès des États-Unis d’Amérique, prévues le 6 novembre 2012.
