Seit dem Ende des Kalten Krieges sieht sich die OSZE in Europa ständig neuen Risiken und Herausforderungen gegenüber. Kaum haben wir die Teilung Europas überwunden, stehen wir schon vor neuen Risiken und Herausforderungen. Das letzte Jahrzehnt des zwanzigsten Jahrhunderts sah Grausamkeiten, wie wir sie seit dem Ende des Zweiten Weltkriegs nicht mehr erlebten. Um diesen neuen Herausforderungen zu begegnen, wurde der OSZE-Prozess in den frühen neunziger Jahren so weit institutionalisiert, dass aus der KSZE eine Organisation wurde, die ihre Teilnehmerstaaten als vorrangiges Instrument für Frühwarnung, Konfliktverhütung, Krisenmanagement und Konfliktnachsorge betrachten.
