Avant d’aborder l’ordre du jour, au nom du Conseil permanent, le Président a souhaité la bienvenue au nouveau Représentant permanent de Malte auprès de l’OSCE, l’Ambassadeur M. C. Scicluna. Mission de l’OSCE en Serbie. Décision No 1031 sur la proposition de programme de formation « Renforcement des capacités de l’Afghanistan : consolidation du service diplomatique ». Décision No 1032 sur la prorogation de la nomination du vérificateur extérieur. Réunion tenue à Dublin les 28 et 29 février 2012 dans le format de négociation « 5+2 » sur le règlement du conflit transnistrien. Démantèlement d’un monument aux morts de la Seconde Guerre mondiale à Batoumi (Géorgie). Liberté des médias au Kirghizistan. Évolution actuelle en Biélorussie. Manifestations de nationalisme agressif et de néonazisme dans certains États membres de l’Union européenne. Référendum sur l’attribution au russe du statut de deuxième langue nationale officielle en Lettonie, tenu le 18 février 2012. Les cas de M. Y. Lutsenko et Mme Y. Timoshenko en Ukraine.
