Annual report on OSCE activities
Die Schwierigkeiten, die 1995 bei der Behandlung neuer und alter Konflikte auftraten, machten das Risiko deutlich, mit dem eine weitere Verlängerung der Übergangsphase verbunden ist. Die Atmosphäre war ganz allgemein von Ungewißheit hinsichtlich der Möglichkeiten und Aufgaben der Vereinten Nationen und der regionalen und subregionalen Organisationen geprägt. Verstärkt wurde nach einem internationalen Engagement verlangt, und es bestand auch größerer Bedarf an einem solchen; die Verfügbarkeit internationaler Unterstützung stößt jedoch an Grenzen, und Staaten wie auch internationale Organisationen sind nicht immer bereit, sich stärker zu engagieren, was auf ungelöste Strukturprobleme hinweist.
