Annual report on OSCE activities
Das Sechste Treffen des Ministerrats am 18. und 19. Dezember 1997 in Kopenhagen führte eine Bestandsaufnahme der Erörterungen über ein gemeinsames und umfassendes Sicherheitsmodell für Europa im einundzwanzigsten Jahrhundert durch. Die Teilnehmerstaaten beschlossen unter anderem Leitlinien für ein OSZE-Charta-Dokument über europäische Sicherheit. In seinem Beschluß betonte der Ministerrat, daß ein politisch bindendes Charta-Dokument „eine Weiterentwicklung der Standards und Praktiken der OSZE-Teilnehmerstaaten darstellen“ und „den Bedürfnissen unserer Völker im neuen Jahrhundert entsprechen (müsse), indem es auf Risiken und Herausforderungen im Sicherheitsbereich eingeht und damit zu einem gemeinsamen Sicherheitsraum innerhalb des OSZE-Gebiets beiträgt“.
