Annual report on OSCE activities
De l’Albanie à la Bosnie-Herzégovine, des Etats baltes à la Croatie, l’OSCE, tout au long de l’année écoulée, a confirmé son aptitude à servir d’instrument de premier recours pour l’alerte rapide, la prévention des conflits, la gestion des crises et la reconstruction après un conflit en Europe, comme on le lui avait demandé au Sommet de Lisbonne, en décembre 1996. Sous la présidence du Danemark et la direction efficace de son Ministre des affaires étrangères Niels Helveg Petersen, l’OSCE a aussi contribué sensiblement au progrès de la démocratie et à la promotion des droits de l’homme dans la région, renforçant ainsi la sécurité et la stabilité. Ces résultats ont été rendus possibles par la capacité croissante de l’Organisation à réagir aux crises d’une manière rapide, souple, variée et novatrice. Ils étaient aussi le fruit de son pouvoir d’interaction avec d’autres organisations internationales.
